Thomas McConnell

Tom McConnell leads LMI’s Strategy & Digital Transformation (S&DT) practice area and NASA portfolio, supporting government customers with mission-driven innovation, modernization, and transformation initiatives.

As Practice Area Director for S&DT, Tom leads a team specializing in enterprise transformation, digital product development, and process optimization. His team focuses on integrating emerging technologies, agile methodologies, and human-centered design to improve organizational effectiveness and service delivery across federal agencies.

As Portfolio Manager for NASA Programs, Tom oversees LMI’s work across multiple projects, driving strategic growth, customer engagement, and service delivery in areas such as policy, analytics, cybersecurity, operations, and supply chain management. He works closely with NASA stakeholders to align solutions with agency priorities and evolving mission needs. Prior to this role, Tom led large-scale digital transformation and agile product management initiatives for the US Army, Office of the Secretary of Defense, and other DoD customers, integrating agile methodologies and emerging technologies to improve efficiency and impact. 

Tom holds a master’s degree in public policy and a bachelor’s degree in government and politics from the University of Maryland.
