Tom McConnell supports Department of Defense’s Science, Mathematics, and Research for Transformation (SMART) Scholarship-for-Service Program. He manages the execution of the program across program administration, finance, outreach, and information technology. Tom previously led the program’s data team, responsible for program database management, architecture, and reporting and analysis to help the customer modernize program management and service delivery.
Prior to LMI, Tom worked for the strategic advisory firm Cornerstone Government Affairs, where he performed policy research and analysis for clients on a portfolio that included immigration, homeland security, trade, transportation, and energy. He also supported the National Park Service’s Office of Partnerships and Philanthropy, assisting with the development and rollout of a major policy directive as well as strategic communications efforts.
Tom has a master’s in public policy and a bachelor’s in government and politics from the University of Maryland.
