Bill Maxwell, Ed.D.
Fellow, Logistics Strategy and Integration
Bill Maxwell has over 28 years of Defense Department Joint logistics leadership experience in global fleet readiness optimization as a U.S. Air Force officer. With broad aircraft maintenance and supply chain expertise, he led large teams sustaining diverse aircraft fleets supporting global combat, training, and test operations. Bill commanded at the squadron and group levels across multiple assignments and led at the installation level as the Kabul International Airport NATO Multinational Force Deputy Commander. He served twice as a Combat Air Advisor, using his multi-lingual and cultural skills in foreign internal defense operations. Bill culminated his military career as the Headquarters Air Force Aircraft Maintenance Division Chief, where he led a team of resource programmers, human resource career field managers, and policy writers to oversee the U.S. Air Force’s total force global aircraft maintenance operations.
As a master logistician specializing in strategic fleet readiness, Bill served as LMI’s Supply Chain Operations Practice Area Director. Bill leads teams of supply chain operations and data science experts to optimize supply requirements, provide supply chain analysis, modernize supply chain information technology systems, and provide thought leadership to solve our clients’ toughest contested logistics challenges. He advises LMI’s clients on enterprise-level decision-making to improve fleet readiness and availability for great power competition.
Bill is a Doctor of Education in Organizational Leadership and Conflict Management, experienced at optimizing organizational operations, developing leaders’ conflict management competencies, and facilitating organizational conflict management processes. He taught leadership and negotiations to senior enlisted and officers in the Air Force for 13 years. He is an adjunct professor of organizational leadership and conflict management at Abilene Christian University. He received Harvard’s negotiations training and is a member of the International Association of Facilitators and facilitates senior leader working groups to integrate interests across organizations like, OSD-Sustainment, the Department of the Air Force, and Department of the Navy.
Bill holds a bachelor’s degree in psychology and law enforcement from Towson State University, a master’s of business administration degree with a focus in aviation management from Embry Riddle Aeronautical University, a master’s degree in military operational sciences from Air University, a master’s degree in national security strategy resourcing and supply chain management from National Defense University, and a doctoral degree in organizational leadership and conflict management from Abilene Christian University.
