Mr. Skulte is the program director of the Facilities and PMO (Program Management Office) group within National Security Programs. His team supports multiple clients in helping improve the management of federal facilities as well as running program management offices in support of large multi-award service contracts.
Mr. Skulte’s management consulting services focus on public-sector infrastructure management. He has 25 years of experience in facilities engineering, program and project management, building automation systems, asset management, and business process improvement. He oversees multiple facility and asset management projects including infrastructure condition assessments, strategic facility master planning, property auditability support, cost of services analysis, business transformation, and recapitalization program support.
Rich has a Bachelor of Science degree in electrical engineering from the New Jersey Institute of Technology and a Master of Business Administration degree from Georgetown University.
