Jim Woodard, a retired U.S. Army lieutenant colonel and experienced project leader, has managed major workforce planning initiatives, including diversity and inclusion assessments and solutions. With nearly 50 years of experience, he has built and applied skills in barrier analysis, strategic planning, human capital management, policy analysis, and workforce planning. Jim is particularly skilled in applying analytical techniques and research methods for strategic workforce planning. He is proficient in cost analysis for defense acquisition programs and qualitative human resource models.

Jim holds a master’s of arts in business from Webster University and an undergraduate degree in mathematics from Arkansas State University. He also holds industry certifications in operations research and systems analysis, change management, transition management, and organizational development.
